Local bars make infamous DUI list

About a half-dozen Kitsap County bars were named among the most frequently mentioned by people who were suspected of DUI in 2003.

The list, compiled by the Washington State Liquor Control Board, is based on Washington State Patrol’s breath test records, which include where the suspected drunken driver said they last had a drink.

Chico’s Horse & Cow Bar and Grill, at 3050 Northlake Way was No. 4 on the list statewide, with 42 references. The Muckleshoot Casino in Auburn was listed as No. 1 with 50.

Every bar with 10 or more referrals was listed.

“The numbers are as scientific as the people who input the information,” said Tricia Currier, spokeswoman for the liquor board.

Daverthumps of Lynnwood, the Clearwater Steakhouse and Saloon in Wenatchee, and the Cascade Restaurant & Pizza Inn in Mount Vernon round out the top five.

Having a high number of referrals comes from a culmination of things such as police concentration in the area and if bar staff can tell when a person has had enough to drink, Currier said.

The goal is to “have people enjoy themselves, but not get in the car and kill someone,” she said.

The liquor board offers training for employees and makes site visits to bars that have had violations or complaints against it.

“We’re more of a helping hand than a heavy hand,” Currier said.

The Horse and Cow was fined $500 in June 2003 for serving alcohol to an intoxicated person. Liquor board enforcement agents visited the bar in August, September, October and December and found no other violations Currier said.

“We are doing everything we can to discourage drinking and driving,” said Horse & Cow owner Michael Looby. The bar, which has about 2,000 people come through its doors each week, follows strict guidelines when it comes to serving alcohol, he said. The high volume of customers and the frequent law enforcement patrols in the area contributed to the numbers. The bar is looking at starting a possible taxi and tow program to get people home safely.

They are working with the military, Kitsap County Sheriff’s Office and state liquor board to find a solution to what has been a frustrating problem.

“We can’t knock them down and take their keys from them,” Looby said, which is what it would take for some people not to get in their cars and drive home. They would rather chance it on the roads than not have their car the next day, Looby said.

“Bottom line is there’s no cure for stupidity,” he said.

County law enforcement is also doing its part to combat drunken driving. As part of the You Drink & Drive. You Lose. national crackdown, the Kitsap County Traffic Safety Task Force had emphasis patrols through Monday, Jan. 5.
